For a lot of years, it was illegal to show pubic hair in Japanese comics, anime, and live porn without a censorship mosaic or similar... which is why there's so many older animes (Tenchi Muyo hot spring scenes come to mind) where girls look like Barbie dolls. I believe that restriction has been repealed in more recent years, but the cultural impact of not being ALLOWED to see a girl's short hairs has sort of turned it into a kink all it's own. :P
